JHC Journey of building QI Capacity and Capability: Publication on BMJ Open Quality

We are thrilled to celebrate a significant milestone in JurongHealth Campus’ (JHC) journey to building Quality Improvement (QI) capacity and capability!

Our dedication to continuous improvement has been recognised with the publication of our paper in the prestigious international journal, BMJ Open Quality. Titled "Building capacity and capability for quality improvement: insights from a nascent regional health system", this publication highlights JHC’s steadfast commitment to driving excellence in healthcare.

 

Our journey in QI has not gone unnoticed. Recently, we were invited to share our insights with improvement colleagues across Singapore through the INSPIRE (Improvers Network Singapore Community of Practice) platform. This invitation underscores our leadership in fostering healthcare quality improvement on a national level.

JurongHealth Campus had embraced a strategic, three-phased approach to build a robust QI framework:

Establish a Common Language:

We adopted the Institute for Healthcare Improvement’s (IHI) Model for Improvement (MFI) as a common framework towards problem solving. The framework integrated complementary tools such as Kaizen, LEAN, Design Thinking, etc to drive continuous improvement in JHC.

Apply the “Dosing” Approach:

 

Recognising the diverse roles of our staff, we tailored QI training to meet the needs of every level—from frontline employees to senior leaders. This customised approach ensured a comprehensive understanding of QI principles throughout JHC.

Monitor and Support:

 

Through collaboration between the QI team, coaches, and champions across divisions, we provided ongoing guidance and support for QI projects. This ensures adherence to the MFI model and helps track progress on key organisational initiatives.

Our disciplined approach to QI has yielded impressive results:​

11.3% in January 2020 to

22.0% in March 2024

This remarkable journey demonstrates that building QI capacity is about more than just training—it’s about embedding improvement into the very fabric of our organisation. By establishing a common language, clarifying roles, and fostering strong leadership support, we have cultivated a sustainable model for continuous improvement.
